Application Fee

1. Men of the Extremely Backward Class, Backward Class, Economically Weaker Section and Unreserved categories domiciled in Bihar, and all candidates from outside the state of any category and either gender:

Other Information

1. Refunds:
Once payment succeeds the fee is not refunded in any case. If the amount is deducted because of a power or internet failure or a slow bank link and registration does not complete, the amount is returned by the payment gateway after 07 working days.
2. Chargeback:
Candidates who obtain a chargeback of the fee from their bank after registering or submitting the application will have their application rejected and legal action taken against them
3. Cancellation and re-application:
A candidate who has finally submitted an incorrect application may cancel it, but the fee already paid is not refunded and a fresh fee must be paid for the new application

How to Apply

1. Mode:
Online only. Go to the Prohibition tab on www.bpssc.bih.nic.in and click the link for Advt. No. 03/2023, then the application link on that page.
2. One application only:
A candidate may fill only one online application. If more than one application is filled, all of them are rejected. Only one application may be filled from one mobile number.
3. Registration:
A valid and active mobile number and e-mail id, preferably registered in the candidate's own name, are compulsory for registration. The registration id and password are sent by SMS to that mobile number and to the registered e-mail id.
4. Part 1 of the form:
Registration - name, nationality, mobile number, e-mail id, Bihar domicile, reservation category, gender and date of birth, followed by payment. Details may be edited before payment; after payment the registration can only be cancelled, not edited, and the fee is not refunded.
5. Part 2 of the form:
After logging in with the registration number and password - father's or husband's name, mother's name, address and educational qualification, agreement to the declaration, then upload of (i) a colour photograph taken within the last two months on a white background, 15 to 25 KB, in .jpg/.jpeg/.gif format and (ii) signatures in English and in Hindi separately, in black or blue ink on a white background, 15 to 25 KB, in .jpg/.jpeg/.gif format
6. Editing and submission:
Details may be edited using the Edit Details button before final submission; after Confirm and Submit no change is allowed. A confirmation SMS/e-mail is received on submission, and only then is the application treated as complete. The acknowledgement should be printed on A4 paper and retained.
7. No hard copy:
The completed online application need not be sent to the Commission, but the Registration Number is required for future correspondence, and a copy of the acknowledgement with photograph must be kept and attached to any correspondence with the Commission
8. Date of birth:
The date of birth must be entered exactly as in the original certificate of the 10th or equivalent board examination. Any discrepancy found at the time of certificate verification cancels the candidature.

Admit Card Details

Candidates who for any reason cannot download the e-admit card from the website may obtain a duplicate e-admit card in person, at their own cost, from the Commission's office at 5, Hardinge Road, Patna - 800001 on 13-07-2024 between 10:00 AM and 5:00 PM, on production of a copy of the acknowledgement of their application and a valid photo identity document

Reservation Details

1. Statutory basis:
Reservation applies under the Bihar Reservation of Vacancies in Posts and Services (for Scheduled Castes, Scheduled Tribes and Other Backward Classes) Act, 1991 (Bihar Act 3 of 1992), as amended from time to time
2. Women:
Keeping intact the 3 per cent reservation for women of the Backward Classes, 35 per cent of the remaining 97 per cent of posts in each reserved and unreserved category are horizontally reserved for women separately. If enough qualified women are not available, the remaining vacancies are filled by qualified men of the same category. Under section 4(3) of Bihar Act 3 of 1992, women may additionally be appointed on merit over and above this 35 per cent.
3. Grandchildren of freedom fighters:
A 2 per cent horizontal reservation applies for the grandsons, granddaughters and daughters' children of freedom fighters of Bihar whose pension has been sanctioned by the Central Government, under General Administration Department resolution no. 13185 dated 03-09-2015. Selected candidates are counted in the reserved or unreserved category to which they belong.
4. Economically Weaker Section:
The provisions of the Bihar Reservation of Vacancies in Posts and Services and in Admission in Educational Institutions (for Economically Weaker Sections) Act, 2019 apply
5. Domicile:
The benefit of reservation is available only to persons domiciled in Bihar

A valid photo identity document (voter identity card, driving licence, Aadhaar card and the like); the certificate of having passed the graduate or an equivalent examination; the certificate of date of birth (original Matriculation certificate); a caste certificate issued by the competent authority for Scheduled Caste, Scheduled Tribe, Extremely Backward Class and Backward Class candidates, valid for women only if issued on the basis of the father; a non-creamy-layer certificate for Backward Class and Extremely Backward Class candidates, likewise valid for women only if issued on the basis of the father; a permanent residence certificate of the State of Bihar for candidates of all reserved categories; a certificate for grandchildren of freedom fighters, if applicable, in the form prescribed by General Administration Department, Bihar, letter no. 11687/Sa.Pra. dated 30-08-2016; an Economically Weaker Section certificate, if applicable, on the income of financial year 2022-23 in the form prescribed by General Administration Department notification no. 2622 dated 26 February 2019 (Gazette no. 284); a certificate of being a Bihar Government servant, if applicable; and the PPO and discharge book of ex-servicemen, if applicable

Candidature may be cancelled at any time without assigning a reason for: filling Part 1 (registration) but not submitting Part 2; not uploading a photograph or signature, or uploading someone else's; not paying the fee online or obtaining a chargeback after paying; giving wrong information in the application; entering a wrong reservation category or claiming a reserved category while belonging to the unreserved category; information given in the application being found wrong at document verification; a wrong date of birth; a wrong gender; not fulfilling the eligibility conditions such as being outside the age limit on the specified date, not holding the educational qualification by the cut-off date or not being an Indian citizen; not producing a certificate issued by the competent authority; not submitting certificates in the correct form (a married woman of a reserved category who submits a caste certificate and a permanent residence certificate on the basis of her husband instead of her father may have her candidature cancelled, since caste is determined by birth and not by marriage); claiming a reserved category but being found in another or in the unreserved category at document scrutiny; involvement in any criminal act or activity; committing or attempting fraud, impersonation or misconduct in the written or physical efficiency test; offering or attempting to offer any inducement or threat to staff engaged in the examination; and any other circumstance contrary to the terms of the advertisement or to the conduct of a malpractice-free competitive examination
