The Bihar Police Sub-ordinate Services Commission (BPSSC), Patna, issued Advertisement No. 04/2025, dated 28 August 2025, for appointment on the basis of a competitive examination to 25 posts of Assistant Superintendent reserved for ex-servicemen (JCO/NCO) under the Inspectorate of Prisons and Correctional Services, Home Department (Prison), Government of Bihar. Recruitment by the Bihar Police Sub-ordinate Services Commission, Patna, under Advertisement No. 04/2025 dated 28 August 2025, to 25 posts of Assistant Superintendent for ex-servicemen (JCO/NCO) under the Home Department (Prison), Government of Bihar, at Pay Level-5. How to Apply
- 1. Mode:
- Online only (clause 12). Candidates must purchase the application form at the prescribed price, charged as the examination fee, the price being collected through online payment
- 2. Step 1:
- Go to the commission's website https://bpssc.bihar.gov.in, click the link relating to Advt. No. 04/2025 and then the application-form link on the same page
- 3. Step 2:
- Keep a valid and active mobile number and e-mail id, preferably registered in the candidate's own name, before registration and payment; both are compulsory for registration. The registration id and password are sent by SMS to that mobile number and to the registered e-mail id
- 4. Step 3 - first part of the form:
- The first part of the online form is the registration, which records the candidate's name, nationality, mobile number, e-mail id, Bihar domicile, reservation category, gender and date of birth. The payment must then be completed. Details may be edited before payment; after payment an incorrect registration can only be cancelled using the Cancel Registration Form provision, and the fee already paid is not refunded
- 5. Step 4 - payment:
- Pay the price of the application form and the bank charge online, taking care to avoid multiple payments for a single application
- 6. Step 5 - second part of the form:
- After logging in with the registration number and password, fill the second part with the father's or husband's name, mother's name, address and educational qualification and agree to the declaration
- 7. Step 6 - photograph and signature:
- Upload a scanned colour photograph taken within the last two months on a white background, 15 to 25 KB, in .jpg/.jpeg/.gif format, and signatures in English and in Hindi separately in black and blue ink, 15 to 25 KB, in .jpg/.jpeg/.gif format on a white background. A form that does not comply with the photograph and signature instructions is cancelled
- 8. Step 7 - submission:
- Before final submission the details may be corrected using the 'Edit Details' button; once confirmed and submitted the details cannot be edited and the commission allows no change. The process is complete only when a confirmation SMS or e-mail is received on the registered mobile number or e-mail id. Print the acknowledgement on A4 paper, check it and produce it whenever required in future
- 9. Cancelling a wrong form:
- A candidate who has finally submitted an incorrect form may cancel it using the cancellation provision and file a fresh application, but the fee already paid is not refunded and the fee must be paid again

- 1. Candidates considered:
- Under the conditions of Advt. No. 04/2025, 73 candidates found eligible on the basis of the written examination, educational qualification, age and reservation and other eligibility were considered for final selection
- 2. Final selection:
- The finally successful candidates for the 25 posts were selected from the marks obtained in the mains written examination, merit-wise and by reservation category, and the recommendation for their appointment is being sent
- 3. Verification of eligibility, education and character:
- Clause 10 - before appointment the appointing authority will have the selected candidates' educational qualification, reservation and other eligibility records verified, together with their character verification as per the rules. A candidate is declared ineligible for appointment on an adverse report and/or where facts have been concealed. A candidate against whom a criminal case is pending in a court, or who has been convicted by a court, is declared ineligible for appointment
- 4. Medical examination:
- Clause 11 - before appointment the appointing authority will have the selected candidates medically examined as per the rules. Being found fit in the medical examination is compulsory for appointment; a candidate found unfit will not be appointed
- 5. Recommendation:
- Clause 12 - the recommendation for the appointment of the finally selected candidates is being sent by the commission to the appointing authority, the Inspector General, Prisons and Correctional Services, Bihar, Patna
- 6. Joining:
- Clause 13 - further directions about joining are issued by the appointing authority. Selected candidates must join in person before the appointing authority with the specified records, and failure to join within the prescribed period may result in cancellation of candidature. Reservation Details
- 1. Governing law:
- Clause 8(i) - reservation applies under the Bihar Reservation of Vacancies in Posts and Services (for Scheduled Castes, Scheduled Tribes and Other Backward Classes) Act, 1991 (Bihar Act 3, 1992), as amended from time to time
- 2. Women:
- Clause 8(ii) - keeping intact the 3 per cent reservation for women of the backward classes, 35 per cent of the remaining 97 per cent of the posts, reserved and unreserved, are reserved separately for women in each reservation category. This is horizontal reservation. By General Administration Department, Government of Bihar resolution memo no. 12575 dated 09.07.2025 the 35 per cent horizontal reservation is admissible only to women who are original residents of the State of Bihar. If a sufficient number of qualified women candidates is not available the remaining vacancies are filled by qualified male candidates of the same category. Under section 4(3) of Bihar Act 3, 1992 women may also be appointed on merit over and above the said 35 per cent
- 3. Grandchildren of freedom fighters:
- Clause 8(iii) - under General Administration Department resolution no. 13185 dated 03.09.2015, 2 per cent horizontal reservation in appointment applies to the grandsons, granddaughters and other grandchildren of those freedom fighters of Bihar whose pension has been approved by the Central Government. A selected candidate is counted in the reserved or unreserved category to which he or she belongs. - 4. Economically weaker sections:
- Clause 8(iv) - the Bihar Reservation of Vacancies in Posts and Services and in Admission in Educational Institutions for Economically Weaker Sections Act, 2019 applies. For this purpose a certificate made on the basis of the income and assets of the financial year 2024-2025 is valid. See General Administration Department notification no. 2622 dated 26 February 2019 (the 2019 Rules), Law Department notification no. 1520 dated 23 February 2019 (the 2019 Act) and General Administration Department letters no. 6168 dated 31 March 2023 and no. 12123 dated 23 June 2023
- 5. Only Bihar residents:
- Clause 8(v) - the benefit of reservation is admissible only to original residents of the State of Bihar. Candidates of reserved categories of other States are counted as unreserved-category candidates and the age limit and other qualifications prescribed for unreserved candidates apply to them. Such candidates are directed to declare themselves as unreserved candidates in their application, failing which the application is automatically cancelled
- 6. Persons with disabilities:
- Clause 8(vi) - under clause 4 of Home Department (Prison) notification no. 5742 dated 04.07.2019, this post of Assistant Superintendent is not available to persons with disabilities

- A valid photo identity card such as a voter identity card, driving licence or Aadhaar card
- 3. Educational qualification:
- The certificate of passing the graduate or equivalent examination. An ex-serviceman who is a matriculate will produce the certificate of graduation equivalence given by the Army on the basis of 15 years of service in the armed forces
- 4. Date of birth:
- The date-of-birth certificate, being the original matriculation certificate
- 5. Caste certificate:
- A caste certificate issued by the competent authority, for candidates of the Scheduled Caste, Scheduled Tribe, Extremely Backward Class and Backward Class categories
- 6. Non-creamy-layer certificate:
- A certificate of not falling in the creamy layer, for Backward Class and Extremely Backward Class candidates
- 7. Residence certificate:
- A certificate of being a permanent resident of the State of Bihar, for candidates of all reserved categories
- 8. Economically weaker section certificate:
- For members of the economically weaker section of Bihar, where applicable, a certificate issued on the basis of the income of the financial year 2024-25 in the form prescribed by General Administration Department, Government of Bihar notification no. 2622 dated 26 February 2019 (Gazette no. 284)
- 9. Freedom fighter descendant certificate:
- The FFW certificate, for grandsons, granddaughters and other grandchildren of freedom fighters of the State of Bihar

- 1. Registration not completed:
- Clause 18 - candidature may be cancelled at any time without assigning a reason where only the first part of the application form (registration) is filled and the second part is not filled and submitted
- 2. Photograph or signature:
- A valid photograph or signature is not uploaded, or another person's photograph and signature are uploaded
- 3. Fee:
- The price of the application is not paid online, or the amount is taken back from the bank as a charge-back after payment
- 4. Wrong information:
- Wrong information is given in the application; a wrong reservation category is filled, or a candidate belonging to the unreserved category claims a reservation category; the information given in the application is found wrong at document verification; the date of birth is entered wrongly; or the gender is entered wrongly
- 5. Eligibility not met:
- The candidate does not fulfil the eligibility for candidature, such as being outside the prescribed age limit on the specified date, not holding the educational qualification by the cut-off date, or not being a citizen of India
- 6. Certificates:
- A certificate issued by the competent authority is not produced, or certificates are not submitted in the correct form. A married woman candidate of a reserved category who submits a caste certificate, permanent residence certificate and non-creamy-layer certificate on the basis of her husband instead of her father may have her candidature cancelled, because caste is determined by birth and not by marriage. A claim to a reserved category which document scrutiny shows to be a different category, or unreserved, also cancels the candidature
- 7. Criminal conduct:
- The applicant is found involved in any criminal incident or activity; commits or attempts fraud, such as impersonation or misconduct, in the written examination or in the scrutiny of certificates; or offers or attempts to offer any inducement or threat to the staff engaged in the examination work
- 8. Other:
- Any other circumstance contrary to the conditions of the advertisement, or generally found to be against the malpractice-free conduct of the competitive examination

Online applications were open from 31 August 2025 to 30 September 2025 at a fee of Rs. 100 for male and female candidates of all categories, with a maximum age of 50 years reckoned as on 1 August 2025. The preliminary written examination was held on 7 December 2025 and its result published on 30 December 2025, shortlisting 228 candidates. The mains written examination was held in two sittings on 18 February 2026 and 15 March 2026 and its result published on 18 March 2026, shortlisting 81 candidates for document verification, which was held on 30 March 2026. The final result of 2 April 2026 selected 17 candidates; the 8 vacancies reserved for women could not be filled because no woman candidate applied, and are being carried forward.

Application Fee
- 1. All categories, male and female candidates:
- Rs. 100/- (one hundred rupees), being the price of the online application form charged as the examination fee (clause 13)

How to Apply
- 1. Mode:
- Online only (clause 12). Candidates must purchase the application form at the prescribed price, charged as the examination fee, the price being collected through online payment
- 2. Step 1:
- Go to the commission's website https://bpssc.bihar.gov.in, click the link relating to Advt. No. 04/2025 and then the application-form link on the same page
- 3. Step 2:
- Keep a valid and active mobile number and e-mail id, preferably registered in the candidate's own name, before registration and payment; both are compulsory for registration. The registration id and password are sent by SMS to that mobile number and to the registered e-mail id
- 4. Step 3 - first part of the form:
- The first part of the online form is the registration, which records the candidate's name, nationality, mobile number, e-mail id, Bihar domicile, reservation category, gender and date of birth. The payment must then be completed. Details may be edited before payment; after payment an incorrect registration can only be cancelled using the Cancel Registration Form provision, and the fee already paid is not refunded
- 5. Step 4 - payment:
- Pay the price of the application form and the bank charge online, taking care to avoid multiple payments for a single application
- 6. Step 5 - second part of the form:
- After logging in with the registration number and password, fill the second part with the father's or husband's name, mother's name, address and educational qualification and agree to the declaration
- 7. Step 6 - photograph and signature:
- Upload a scanned colour photograph taken within the last two months on a white background, 15 to 25 KB, in .jpg/.jpeg/.gif format, and signatures in English and in Hindi separately in black and blue ink, 15 to 25 KB, in .jpg/.jpeg/.gif format on a white background. A form that does not comply with the photograph and signature instructions is cancelled
- 8. Step 7 - submission:
- Before final submission the details may be corrected using the 'Edit Details' button; once confirmed and submitted the details cannot be edited and the commission allows no change. The process is complete only when a confirmation SMS or e-mail is received on the registered mobile number or e-mail id. Print the acknowledgement on A4 paper, check it and produce it whenever required in future
- 9. Cancelling a wrong form:
- A candidate who has finally submitted an incorrect form may cancel it using the cancellation provision and file a fresh application, but the fee already paid is not refunded and the fee must be paid again

- Under the conditions of Advt. No. 04/2025, 73 candidates found eligible on the basis of the written examination, educational qualification, age and reservation and other eligibility were considered for final selection
- 2. Final selection:
- The finally successful candidates for the 25 posts were selected from the marks obtained in the mains written examination, merit-wise and by reservation category, and the recommendation for their appointment is being sent
- 3. Verification of eligibility, education and character:
- Clause 10 - before appointment the appointing authority will have the selected candidates' educational qualification, reservation and other eligibility records verified, together with their character verification as per the rules. A candidate is declared ineligible for appointment on an adverse report and/or where facts have been concealed. A candidate against whom a criminal case is pending in a court, or who has been convicted by a court, is declared ineligible for appointment
- 4. Medical examination:
- Clause 11 - before appointment the appointing authority will have the selected candidates medically examined as per the rules. Being found fit in the medical examination is compulsory for appointment; a candidate found unfit will not be appointed
- 5. Recommendation:
- Clause 12 - the recommendation for the appointment of the finally selected candidates is being sent by the commission to the appointing authority, the Inspector General, Prisons and Correctional Services, Bihar, Patna

Reservation Details
- 1. Governing law:
- Clause 8(i) - reservation applies under the Bihar Reservation of Vacancies in Posts and Services (for Scheduled Castes, Scheduled Tribes and Other Backward Classes) Act, 1991 (Bihar Act 3, 1992), as amended from time to time
- 2. Women:
- Clause 8(ii) - keeping intact the 3 per cent reservation for women of the backward classes, 35 per cent of the remaining 97 per cent of the posts, reserved and unreserved, are reserved separately for women in each reservation category. This is horizontal reservation. By General Administration Department, Government of Bihar resolution memo no. 12575 dated 09.07.2025 the 35 per cent horizontal reservation is admissible only to women who are original residents of the State of Bihar. If a sufficient number of qualified women candidates is not available the remaining vacancies are filled by qualified male candidates of the same category. Under section 4(3) of Bihar Act 3, 1992 women may also be appointed on merit over and above the said 35 per cent
- 3. Grandchildren of freedom fighters:
- Clause 8(iii) - under General Administration Department resolution no. 13185 dated 03.09.2015, 2 per cent horizontal reservation in appointment applies to the grandsons, granddaughters and other grandchildren of those freedom fighters of Bihar whose pension has been approved by the Central Government. A selected candidate is counted in the reserved or unreserved category to which he or she belongs. - 4. Economically weaker sections:
- Clause 8(iv) - the Bihar Reservation of Vacancies in Posts and Services and in Admission in Educational Institutions for Economically Weaker Sections Act, 2019 applies. For this purpose a certificate made on the basis of the income and assets of the financial year 2024-2025 is valid. See General Administration Department notification no. 2622 dated 26 February 2019 (the 2019 Rules), Law Department notification no. 1520 dated 23 February 2019 (the 2019 Act) and General Administration Department letters no. 6168 dated 31 March 2023 and no. 12123 dated 23 June 2023
- 5. Only Bihar residents:
- Clause 8(v) - the benefit of reservation is admissible only to original residents of the State of Bihar. Candidates of reserved categories of other States are counted as unreserved-category candidates and the age limit and other qualifications prescribed for unreserved candidates apply to them. Such candidates are directed to declare themselves as unreserved candidates in their application, failing which the application is automatically cancelled
- 6. Persons with disabilities:
- Clause 8(vi) - under clause 4 of Home Department (Prison) notification no. 5742 dated 04.07.2019, this post of Assistant Superintendent is not available to persons with disabilities

- 1. When:
- Clause 13(b) - the following original certificates and records are to be produced in person at the time of joining in the concerned department

- A valid photo identity card such as a voter identity card, driving licence or Aadhaar card
- 3. Educational qualification:
- The certificate of passing the graduate or equivalent examination. An ex-serviceman who is a matriculate will produce the certificate of graduation equivalence given by the Army on the basis of 15 years of service in the armed forces

- A caste certificate issued by the competent authority, for candidates of the Scheduled Caste, Scheduled Tribe, Extremely Backward Class and Backward Class categories

- A certificate of not falling in the creamy layer, for Backward Class and Extremely Backward Class candidates

- A valid photograph or signature is not uploaded, or another person's photograph and signature are uploaded
- 3. Fee:
- The price of the application is not paid online, or the amount is taken back from the bank as a charge-back after payment
- 4. Wrong information:
- Wrong information is given in the application; a wrong reservation category is filled, or a candidate belonging to the unreserved category claims a reservation category; the information given in the application is found wrong at document verification; the date of birth is entered wrongly; or the gender is entered wrongly

- The candidate does not fulfil the eligibility for candidature, such as being outside the prescribed age limit on the specified date, not holding the educational qualification by the cut-off date, or not being a citizen of India

A married woman candidate of a reserved category who submits a caste certificate, permanent residence certificate and non-creamy-layer certificate on the basis of her husband instead of her father may have her candidature cancelled, because caste is determined by birth and not by marriage. A claim to a reserved category which document scrutiny shows to be a different category, or unreserved, also cancels the candidature
- 7. Criminal conduct:
- The applicant is found involved in any criminal incident or activity; commits or attempts fraud, such as impersonation or misconduct, in the written examination or in the scrutiny of certificates; or offers or attempts to offer any inducement or threat to the staff engaged in the examination work
