Job Details
The Technical Officer will: (i) function as Escort Officer for international inspections and as enforcement officer under the CWC Act; (ii) collect and prepare statutory declarations to OPCW; (iii) implement the declaration regime for chemical units under the CWC Act; (iv) provide technical inputs on policy matters relating to the Convention; (v) deliver CWC-related training to Central/State Government personnel; (vi) manage the database of declarable facilities under the CWC Act; (vii) coordinate technical issues related to the Convention; and (viii) perform any other duties assigned by the Competent Authority.

1. Technical Officer
Eligibility Criteria:
- Method of recruitment: Deputation (including Short Term Contract).
- Essential qualification: Master’s in Chemistry/Industrial Chemistry OR B.E./B.Tech in Chemical Technology/Chemical Engineering from a recognised University/Institute.
- Experience: Two years’ relevant technical experience in the organic chemicals/organic chemical industry domain.
- Field of selection: Officers from Central/State/UT Govts, recognised Universities, PSUs, recognised research institutions, autonomous bodies or statutory organisations holding analogous post or with two years’ service in Level-7/equivalent.
Age Limitations:
- Maximum age for deputation: Not exceeding 56 years as on the closing date of receipt of the applications.
Salary Details
> Salary Range: ₹47,600 - ₹1,51,100 Monthly
> Allowances: DA, HRA, Transport Allowance and other admissible allowances as per Central Government rules.

Selection Process
- 1. Assessment:
- Eligible officers will be considered for empanelment by an appropriate Assessment Committee based on relevant records, aptitude and knowledge of the subject.
- 2. Candidature withdrawal:
- Candidates who apply will not be allowed to withdraw their candidature subsequently.
Document Requirements
- 1. No Objection Certificate:
- Certificate from the parent Department/Ministry indicating no objection to deputation (ISTC).
- 2. APAR/ACR dossier:
- Attested copies of ACRs/APARs for the last 5 years; if a year is missing, attach a No Report Certificate for that period.
- 3. Integrity certificate:
- Certificate of integrity of the officer.
- 4. Vigilance clearance:
- Vigilance clearance indicating status of pending or contemplated cases, signed by an officer of appropriate status.
- 5. Penalty statement:
- Statement of major/minor penalties imposed during the last 10 years.
- 6. Forwarding certificate:
- Certificate annexed with the bio-data (Annexure-II) signed by a forwarding officer not below Under Secretary to the Govt. of India.
Important Instructions
- 1. Eligibility verification:
- Cadre Controlling Authority should certify eligibility, including equivalence of qualification/grade/scale/experience, as per Annexure-III.
- 2. Travel requirement:
- Nature of duties may require extensive travel both within India and abroad.
- 3. Rejection clause:
