- 1. Mode:
- Online only, through the Commission's website www.bpssc.bih.nic.in, following the application link; registration is completed first, then payment, then the application form.
- 2. Registration:
- Registration takes the candidate's mobile number and e-mail address. A valid, active personal mobile number and e-mail address are compulsory, as the Commission communicates only through them until the last stage of recruitment. Only one application may be filed from one mobile number and one e-mail address.
- 3. Documents to be ready:
- Educational qualification certificates (10th/SSC/matriculation, graduation and optionally post-graduation), address proof (Aadhaar, voter ID, driving licence, passport, ration card or birth certificate) with post office and PIN code, a scanned recent passport-size colour photograph 3.5 cm x 4.5 cm under 25 KB with both ears clearly visible and no cap or tinted glasses, and scanned signatures in both Hindi and English in black ink on white paper, each under 25 KB.
- 4. Cancellation and re-application:
- A registration or a submitted application filled with wrong details cannot be edited but can be cancelled at https://apply-bpssc.com through 'View Application Status', after which the mobile number is freed and a new application may be filed. The fee already paid is not refunded.
- 5. Keep a copy:
- The Application Form Number is required for future correspondence. Candidates must keep a copy of the completed application form with photograph and attach a photocopy when corresponding with the Commission.
Exam Pattern
- 1. Preliminary examination:
- One paper of 200 marks, 100 multiple-choice questions, 2 hours, on general knowledge and current affairs. Candidates securing below 30 per cent are declared unsuccessful for the main examination. Twenty times the number of vacancies are shortlisted category-wise on merit.
- 2. Main examination - Paper 1, General Hindi:
- 200 marks, 100 questions, 2 hours. A minimum of 30 per cent is compulsory, failing which the candidate is declared ineligible. The marks of the General Hindi paper are not counted in determining merit.
- 3. Main examination - Paper 2:
- 200 marks, 100 questions, 2 hours, covering general studies, general science, civics, Indian history, Indian geography, mathematics and mental ability.
- 4. Negative marking:
- 0.2 marks are deducted for each wrong answer in both stages. The answer sheet is in two copies, one of which is retained by the Commission.

Selection Process
- 1. Next stage - physical efficiency test:
- It is compulsory for the 772 candidates successful in the main examination to appear in the physical efficiency test (PET), whose date is expected in October 2019.
Admit Card Details
- 1. PET admit card:
- Each of the 772 selected candidates will be sent the admit card, instructions and information for the physical efficiency test by e-mail and SMS.
Reservation Details
- 1. Statutory reservation:
- Reservations apply as per the Bihar Reservation Acts, 1991 and 1992 (as amended) as on the date of advertisement.
- 2. Home Guard quota:
- As per Home (Special) Dept. orders, 50% of district police vacancies are reserved for trained Home Guards of Bihar (as on 01.01.2018); remaining vacancies filled as per rules.
- 3. Women (BC Women):
- 3% of posts are reserved for Backward Class women (पिछड़े वर्ग की महिलाएं).
- 4. Freedom fighters’ dependants:
- Preference/reservation for eligible dependants of Bihar’s recognised freedom fighters as per rules.
- 5. LWE-affected districts (SIRB):
- For Special India Reserve Battalion, 30% of total posts will be filled from candidates of notified Left Wing Extremism-affected districts (list provided in the notice).
Document Requirements
- 1. At the time of joining:
- All original certificates must be produced at the office of the Excise Commissioner, Bihar, Patna between 05.11.2019 and 25.11.2019.
- 2. To collect the selection letter:
- The admit card and another photo identity document must be shown at the Commission's office on 30.10.2019.
Important Instructions
- 1. One application:
- Submit only one online application; multiple submissions will be rejected.
- 2. Accuracy:
- Fill all particulars correctly; discrepancies with certificates will lead to cancellation.
- 3. Wrong category entry:
- Application may be rejected if reservation category is wrongly claimed/entered.
- 4. Application correction:
- Limited correction is allowed in Part-II before final submission; once submitted, fee is not refundable.
- 5. Payment:
- Only the application fee is payable to CSBC; bank/transaction charges are extra and non-refundable.
- 6. Invalid applications (this notice):
- CSBC has listed applications treated as invalid due to non-payment of application fees for Advt. 02/2018; applicants should refer to the published list.
Disqualification Criteria
- 1. False information:
- If any information is found false or wrong the application is cancelled and legal action is taken.
- 2. More than one application:
- If a candidate files more than one application, all of that candidate's applications are rejected.
- 3. Fake name or address:
- Candidates applying under a fake name or address face strict legal action.
- 4. Wrong category declaration:
- An Extremely Backward Class applicant who declares himself Backward Class, or a Backward Class applicant who declares himself Extremely Backward Class, has the candidature cancelled; the same applies between Scheduled Caste and Scheduled Tribe.
- 5. Mismatch with certificates:
- If the details in the application differ from the certificates at verification, the candidature is cancelled.

- Date of birth mismatch 1 (woman); FIR for impersonation 1 (man). Total 2.
- 5. Fit candidates:
- 211 (94 men, 117 women) were found eligible after the physical test and record verification and were considered for the final merit list.

- A registration or a submitted application filled with wrong details cannot be edited but can be cancelled at https://apply-bpssc.com through 'View Application Status', after which the mobile number is freed and a new application may be filed. The fee already paid is not refunded.
- 5. Keep a copy:
- The Application Form Number is required for future correspondence. Candidates must keep a copy of the completed application form with photograph and attach a photocopy when corresponding with the Commission.
Exam Pattern
- 1. Preliminary examination:
- One paper of 200 marks, 100 multiple-choice questions, 2 hours, on general knowledge and current affairs. Candidates securing below 30 per cent are declared unsuccessful for the main examination. Twenty times the number of vacancies are shortlisted category-wise on merit.
- 2. Main examination - Paper 1, General Hindi:
- 200 marks, 100 questions, 2 hours. A minimum of 30 per cent is compulsory, failing which the candidate is declared ineligible. The marks of the General Hindi paper are not counted in determining merit.
- 3. Main examination - Paper 2:
- 200 marks, 100 questions, 2 hours, covering general studies, general science, civics, Indian history, Indian geography, mathematics and mental ability.
- 4. Negative marking:
- 0.2 marks are deducted for each wrong answer in both stages. The answer sheet is in two copies, one of which is retained by the Commission.

Selection Process
- 1. Next stage - physical efficiency test:
- It is compulsory for the 772 candidates successful in the main examination to appear in the physical efficiency test (PET), whose date is expected in October 2019.
Admit Card Details
- 1. PET admit card:
- Each of the 772 selected candidates will be sent the admit card, instructions and information for the physical efficiency test by e-mail and SMS.
Reservation Details
- 1. Statutory reservation:
- Reservations apply as per the Bihar Reservation Acts, 1991 and 1992 (as amended) as on the date of advertisement.
- 2. Home Guard quota:
- As per Home (Special) Dept. orders, 50% of district police vacancies are reserved for trained Home Guards of Bihar (as on 01.01.2018); remaining vacancies filled as per rules.
- 3. Women (BC Women):
- 3% of posts are reserved for Backward Class women (पिछड़े वर्ग की महिलाएं).
- 4. Freedom fighters’ dependants:
- Preference/reservation for eligible dependants of Bihar’s recognised freedom fighters as per rules.
- 5. LWE-affected districts (SIRB):
- For Special India Reserve Battalion, 30% of total posts will be filled from candidates of notified Left Wing Extremism-affected districts (list provided in the notice).
Document Requirements
- 1. At the time of joining:
- All original certificates must be produced at the office of the Excise Commissioner, Bihar, Patna between 05.11.2019 and 25.11.2019.
- 2. To collect the selection letter:
- The admit card and another photo identity document must be shown at the Commission's office on 30.10.2019.
Important Instructions
- 1. One application:
- Submit only one online application; multiple submissions will be rejected.
- 2. Accuracy:
- Fill all particulars correctly; discrepancies with certificates will lead to cancellation.
- 3. Wrong category entry:
- Application may be rejected if reservation category is wrongly claimed/entered.
- 4. Application correction:
- Limited correction is allowed in Part-II before final submission; once submitted, fee is not refundable.
- 5. Payment:
- Only the application fee is payable to CSBC; bank/transaction charges are extra and non-refundable.
- 6. Invalid applications (this notice):
- CSBC has listed applications treated as invalid due to non-payment of application fees for Advt. 02/2018; applicants should refer to the published list.
Disqualification Criteria
- 1. False information:
- If any information is found false or wrong the application is cancelled and legal action is taken.
- 2. More than one application:
- If a candidate files more than one application, all of that candidate's applications are rejected.
- 3. Fake name or address:
- Candidates applying under a fake name or address face strict legal action.
- 4. Wrong category declaration:
- An Extremely Backward Class applicant who declares himself Backward Class, or a Backward Class applicant who declares himself Extremely Backward Class, has the candidature cancelled; the same applies between Scheduled Caste and Scheduled Tribe.
- 5. Mismatch with certificates:
- If the details in the application differ from the certificates at verification, the candidature is cancelled.

- 1. Candidate identifiers omitted:
- Page 4 of this notice is a table of the roll numbers of the 124 finally selected candidates. The roll numbers have been deliberately omitted; only counts, reasons and cut-offs are recorded.
- 2. Physical test attendance:
- Called for the physical test 772 (482 men, 290 women). On 17.10.2019 shift A, 240 men called, 21 absent, 219 appeared and registered for the run; shift B, 242 men called, 35 absent, 207 appeared, 204 registered and 3 arrested on an FIR for impersonation. On 18.10.2019 shift A, 145 women called, 21 absent, 124 appeared; shift B, 145 women called, 20 absent, 125 appeared. Totals: 772 called, 97 absent, 675 appeared, 672 registered for the run.

- Run 380 (326 men, 54 women); shot put 8 (women); high jump 17 (1 man, 16 women); long jump nil; height 54 (1 man, 53 women); chest nil; weight nil. Total 459 (328 men, 131 women).
- 4. Failures in document verification:
- Date of birth mismatch 1 (woman); FIR for impersonation 1 (man). Total 2.
- 5. Fit candidates:
- 211 (94 men, 117 women) were found eligible after the physical test and record verification and were considered for the final merit list.
- 6. Candidates not selected:
- General 21; Backward Class 37; Extremely Backward Class 26; Scheduled Caste 0; Scheduled Tribe 3. Total 87 (22 men, 65 women).
- 7. Notice date:
