| Ex-servicemen - upper age limit relaxation | On the direction of the Government of Bihar, Home Department (Police Branch), letter No. 8/Misc-10-90/2017 Gr.A. 9327 dated 28-11-2017, ex-servicemen are granted the upper age limit relaxation due to them under Advertisement No. 01/2017. Appointment Department circular No. 912 dated 20-01-1969, clause (ii) provides that 'The ex-serviceman will get age concession of three years in addition to the period of service rendered by them in Defence Services.' Selection Process
- 1. Original recruitment:
- In the light of Home Department (Police Branch), Government of Bihar notification No. 4/B1-101/2004-7025 dated 30 August 2017 and Police Headquarters letter No. 50/326201/P-2 dated 05.09.2017, the Commission published Advertisement No. 01/2017 on 16.09.2017 for appointment to 1,717 vacant posts of Police Sub-Inspector in the Bihar Police. After the selection process was completed, the selection list finally selecting 1,665 Police Sub-Inspectors was published on 09.03.2019.
- 2. The grievance:
- Under that advertisement some women candidates who were found to be pregnant were not given the opportunity to take part in the physical measurement and examination test.
- 3. Court order:
- One of those women candidates, the petitioner, filed Civil Appeal No. 7661/2019 (arising out of Special Leave Petition No. 14225/2019) in the Hon'ble Supreme Court. By an order dated 27.09.2019 the Hon'ble Supreme Court directed that the physical measurement and examination test be conducted for all such women candidates of Advertisement No. 01/2017 who had been unable to take part in it because they were pregnant.
- 4. Compliance:
- In compliance with that order the Commission contacted all 85 such women candidates of Advertisement No. 01/2017 by telephone and e-mail and informed them that their physical measurement and examination test would be conducted on 01.01.2021.
- 5. Conduct of the test on 01.01.2021:
- The physical measurement and examination test of the women candidates was conducted on 01.01.2021 under the programme decided above. Of the 85 women candidates, 74 appeared for the physical test (PET). Of these, one woman candidate was found by the doctor not to be fit for the PET because she was pregnant. The physical measurement and examination test of the remaining 73 women candidates was conducted, in which 50 failed in the run and 23 passed. After the physical measurement test and the verification of records of the 23 candidates who passed the run, a total of 4 (four) candidates were successful.
- 6. Redetermination of merit:
- The merit of the above 4 (four) successful candidates was determined on the basis of the marks they obtained in the main examination of Advertisement No. 01/2017 and the cut-off marks of their own category.
- 7. Two candidates unsuccessful:
- Two candidates, one of them the petitioner, obtained marks lower than the cut-off marks of their own category and were therefore unsuccessful.
- 8. Two candidates finally selected:
- The remaining two candidates obtained marks higher than the cut-off marks of their own category and were therefore successful, and are accordingly finally selected. The original reservation category of both of them is Extremely Backward Class.
- 9. Appointment against Advertisement No. 01/2019:
- In accordance with the order of the Hon'ble Supreme Court the selected candidates are to be appointed against the vacancies of the post of Police Sub-Inspector advertised in the Commission's Advertisement No. 01/2019. Both are therefore adjusted against the vacancies advertised there for women of the Extremely Backward Class. The number of vacancies advertised for Extremely Backward Class women under the post of Police Sub-Inspector is 131, against which the two candidates are adjusted, so that after their adjustment the number of Police Sub-Inspector vacancies for Extremely Backward Class women in Advertisement No. 01/2019 will stand at 129.
Admit Card Details
- 1. Admit card for the written examination:
- After the last date for receipt of application forms, all applications are scrutinised and a database of the candidates is prepared, after which admit cards for the written examination are issued to the candidates on their e-mail addresses.
- 2. Examination announcement:
- Proper information regarding the written examination will be given in due course through the newspapers.
Reservation Details
- 1. Grandchildren of freedom fighters - 2 per cent horizontal reservation:
- In the light of Government of Bihar, General Administration Department circular No. 2526 dated 18-02-2016, a 2 (two) per cent horizontal reservation has been provided for the grandsons, granddaughters, daughter's sons and daughter's daughters of the state government's freedom fighters among the 1,717 notified Police Sub-Inspector posts, that is 34 (thirty-four) posts are reserved.
- 2. Declaration of freedom-fighter-descendant status:
- The online application forms filled between 24-10-2017 and 30-11-2017 did not capture which candidates fall in the freedom-fighter-descendant category. Candidates of that category who have already applied must now supply this information online through the application-form link on www.bpssc.bih.nic.in between 08-12-2017 and 14-12-2017.
Document Requirements
- 1. Documents to keep ready:
- Educational qualification certificates (10th / SSC / matriculation, graduation and post-graduation, the last being optional), address details as per the Aadhaar, voter ID, driving licence, passport, ration card or birth certificate including the nearest post office and PIN code, and a scanned copy of a recent passport-size photograph in jpg or png format.
- 2. Photograph:
- A colour passport-size photograph of 3.5 cm x 4.5 cm taken within the previous two months, of good quality, less than 25 KB in size, with both ears clearly visible. The photograph must not be taken wearing a cap or dark or coloured glasses and no other attempt to conceal identity is allowed. If the photograph is not uploaded the application form is cancelled and BPSSC is not responsible for the consequences.
- 3. Signature:
- A scanned copy of the applicant's signature in both Hindi and English, kept on a pen drive or the computer's hard drive. Both signatures must be in black ink on white paper and each file must be less than 25 KB. The applicant must upload his or her own signature, failing which the application form is cancelled and BPSSC is not responsible for the consequences.
- 4. Personal details in the form:
- The father's name must be as per the 10th / SSC / matriculation certificate; a married woman must also write her husband's name in the space provided alongside her father's name. Marital status, the type of identity card chosen from the list with an ID card number matching that type, and one identification mark (for example a mole on the left hand) are required.
- 5. Address details:
- The permanent address and the correspondence address must be filled in. For a married woman applicant the permanent address is her husband's permanent address. BPSSC sends all correspondence relating to the appointment to the correspondence address.
- 6. Declaration of criminal cases:
- The applicant must choose 'Yes' or 'No' as applicable, and if 'Yes' is chosen must answer the related questions.
- 7. Keep a copy of the application form:
- The Application Form Number is needed for correspondence and information in future, so the candidate must keep a copy of the fully filled application form including the photograph. A photocopy of the application form must be attached when corresponding with the Commission.

- 1. How to view marks:
- Enter the preliminary examination roll number and date of birth on the link provided on the Commission's website.
- 2. Link validity:
- The link is active only from 12.04.2019 to 21.04.2019 and is de-activated thereafter.
Disqualification Criteria
- 1. More than one application form:
- The instructions for filling the online application form issued by the Commission for the post of Police Sub-Inspector specifically directed, in columns 3 and 4 of instruction number 1, that a candidate may fill only one application form and that if more than one application is received from a candidate all of that candidate's application forms are rejected.
- 2. Declaration made by the applicant:
- While filling the online application form every candidate expressly declared: 'I declare that I have not filled any additional duplicate application, or any application with the same particulars.'
- 3. Term of the advertisement:
- The conditions of Advertisement No. 01/2017 also clearly provide that 'only one online application form may be filled by a candidate. If more than one application form is filled by a candidate, all of that candidate's application forms will be rejected.'
- 4. Action taken:
- During scrutiny after the preliminary examination for the post of Police Sub-Inspector it was found that many candidates had filled more than one online application form, which is a violation of the terms of the advertisement. In accordance with the above provision the Commission has rejected the application forms of 355 such candidates, whose roll numbers are listed in the notice.

Selection Process
- 1. Original recruitment:
- In the light of Home Department (Police Branch), Government of Bihar notification No. 4/B1-101/2004-7025 dated 30 August 2017 and Police Headquarters letter No. 50/326201/P-2 dated 05.09.2017, the Commission published Advertisement No. 01/2017 on 16.09.2017 for appointment to 1,717 vacant posts of Police Sub-Inspector in the Bihar Police. After the selection process was completed, the selection list finally selecting 1,665 Police Sub-Inspectors was published on 09.03.2019.
- 2. The grievance:
- Under that advertisement some women candidates who were found to be pregnant were not given the opportunity to take part in the physical measurement and examination test.
- 3. Court order:
- One of those women candidates, the petitioner, filed Civil Appeal No. 7661/2019 (arising out of Special Leave Petition No. 14225/2019) in the Hon'ble Supreme Court. By an order dated 27.09.2019 the Hon'ble Supreme Court directed that the physical measurement and examination test be conducted for all such women candidates of Advertisement No. 01/2017 who had been unable to take part in it because they were pregnant.
- 4. Compliance:
- In compliance with that order the Commission contacted all 85 such women candidates of Advertisement No. 01/2017 by telephone and e-mail and informed them that their physical measurement and examination test would be conducted on 01.01.2021.
- 5. Conduct of the test on 01.01.2021:
- The physical measurement and examination test of the women candidates was conducted on 01.01.2021 under the programme decided above. Of the 85 women candidates, 74 appeared for the physical test (PET). Of these, one woman candidate was found by the doctor not to be fit for the PET because she was pregnant. The physical measurement and examination test of the remaining 73 women candidates was conducted, in which 50 failed in the run and 23 passed. After the physical measurement test and the verification of records of the 23 candidates who passed the run, a total of 4 (four) candidates were successful.
- 6. Redetermination of merit:
- The merit of the above 4 (four) successful candidates was determined on the basis of the marks they obtained in the main examination of Advertisement No. 01/2017 and the cut-off marks of their own category.
- 7. Two candidates unsuccessful:
- Two candidates, one of them the petitioner, obtained marks lower than the cut-off marks of their own category and were therefore unsuccessful.
- 8. Two candidates finally selected:
- The remaining two candidates obtained marks higher than the cut-off marks of their own category and were therefore successful, and are accordingly finally selected. The original reservation category of both of them is Extremely Backward Class.
- 9. Appointment against Advertisement No. 01/2019:
- In accordance with the order of the Hon'ble Supreme Court the selected candidates are to be appointed against the vacancies of the post of Police Sub-Inspector advertised in the Commission's Advertisement No. 01/2019. Both are therefore adjusted against the vacancies advertised there for women of the Extremely Backward Class. The number of vacancies advertised for Extremely Backward Class women under the post of Police Sub-Inspector is 131, against which the two candidates are adjusted, so that after their adjustment the number of Police Sub-Inspector vacancies for Extremely Backward Class women in Advertisement No. 01/2019 will stand at 129.
Admit Card Details
- 1. Admit card for the written examination:
- After the last date for receipt of application forms, all applications are scrutinised and a database of the candidates is prepared, after which admit cards for the written examination are issued to the candidates on their e-mail addresses.
- 2. Examination announcement:
- Proper information regarding the written examination will be given in due course through the newspapers.
Reservation Details
- 1. Grandchildren of freedom fighters - 2 per cent horizontal reservation:
- In the light of Government of Bihar, General Administration Department circular No. 2526 dated 18-02-2016, a 2 (two) per cent horizontal reservation has been provided for the grandsons, granddaughters, daughter's sons and daughter's daughters of the state government's freedom fighters among the 1,717 notified Police Sub-Inspector posts, that is 34 (thirty-four) posts are reserved.
- 2. Declaration of freedom-fighter-descendant status:
- The online application forms filled between 24-10-2017 and 30-11-2017 did not capture which candidates fall in the freedom-fighter-descendant category. Candidates of that category who have already applied must now supply this information online through the application-form link on www.bpssc.bih.nic.in between 08-12-2017 and 14-12-2017.
Document Requirements
- 1. Documents to keep ready:
- Educational qualification certificates (10th / SSC / matriculation, graduation and post-graduation, the last being optional), address details as per the Aadhaar, voter ID, driving licence, passport, ration card or birth certificate including the nearest post office and PIN code, and a scanned copy of a recent passport-size photograph in jpg or png format.
- 2. Photograph:
- A colour passport-size photograph of 3.5 cm x 4.5 cm taken within the previous two months, of good quality, less than 25 KB in size, with both ears clearly visible. The photograph must not be taken wearing a cap or dark or coloured glasses and no other attempt to conceal identity is allowed. If the photograph is not uploaded the application form is cancelled and BPSSC is not responsible for the consequences.
- 3. Signature:
- A scanned copy of the applicant's signature in both Hindi and English, kept on a pen drive or the computer's hard drive. Both signatures must be in black ink on white paper and each file must be less than 25 KB. The applicant must upload his or her own signature, failing which the application form is cancelled and BPSSC is not responsible for the consequences.
- 4. Personal details in the form:
- The father's name must be as per the 10th / SSC / matriculation certificate; a married woman must also write her husband's name in the space provided alongside her father's name. Marital status, the type of identity card chosen from the list with an ID card number matching that type, and one identification mark (for example a mole on the left hand) are required.
- 5. Address details:
- The permanent address and the correspondence address must be filled in. For a married woman applicant the permanent address is her husband's permanent address. BPSSC sends all correspondence relating to the appointment to the correspondence address.
- 6. Declaration of criminal cases:
- The applicant must choose 'Yes' or 'No' as applicable, and if 'Yes' is chosen must answer the related questions.
- 7. Keep a copy of the application form:
- The Application Form Number is needed for correspondence and information in future, so the candidate must keep a copy of the fully filled application form including the photograph. A photocopy of the application form must be attached when corresponding with the Commission.
Important Instructions
- 1. How to view marks:
- Enter the preliminary examination roll number and date of birth on the link provided on the Commission's website.
- 2. Link validity:
- The link is active only from 12.04.2019 to 21.04.2019 and is de-activated thereafter.
Disqualification Criteria
- 1. More than one application form:
- The instructions for filling the online application form issued by the Commission for the post of Police Sub-Inspector specifically directed, in columns 3 and 4 of instruction number 1, that a candidate may fill only one application form and that if more than one application is received from a candidate all of that candidate's application forms are rejected.
- 2. Declaration made by the applicant:
- While filling the online application form every candidate expressly declared: 'I declare that I have not filled any additional duplicate application, or any application with the same particulars.'
- 3. Term of the advertisement:
- The conditions of Advertisement No. 01/2017 also clearly provide that 'only one online application form may be filled by a candidate. If more than one application form is filled by a candidate, all of that candidate's application forms will be rejected.'
- 4. Action taken:
- During scrutiny after the preliminary examination for the post of Police Sub-Inspector it was found that many candidates had filled more than one online application form, which is a violation of the terms of the advertisement. In accordance with the above provision the Commission has rejected the application forms of 355 such candidates, whose roll numbers are listed in the notice.
