Direct recruitment by the Bihar Police Sub-Ordinate Services Commission (BPSSC) to 64 vacancies of Havildar Clerk (Adhinayak Lipik) in the Bihar Home Guard service cadre under the Home Department (Special Branch), Government of Bihar. The posts are filled from serving Home Guards, including daily-duty-allowance-drawing sportspersons, in Pay Matrix Level-4. Selection is by a qualifying written competitive examination followed by a physical efficiency test, on whose marks the final merit list is prepared.

3. Physical efficiency test - run, men:
One mile (1.6 km), maximum 6 minutes. Under 5 minutes 50 marks; 5 to 5 minutes 20 seconds 40 marks; over 5 minutes 20 seconds to 5 minutes 40 seconds 30 marks; over 5 minutes 40 seconds to 6 minutes 20 marks. Men taking longer than 6 minutes are declared unsuccessful
4. Physical efficiency test - run, women:
One kilometre, maximum 5 minutes. Under 4 minutes 50 marks; 4 to 4 minutes 20 seconds 40 marks; over 4 minutes 20 seconds to 4 minutes 40 seconds 30 marks; over 4 minutes 40 seconds to 5 minutes 20 marks. Women taking longer than 5 minutes are declared unsuccessful
5. Physical efficiency test - shot put:
Maximum 25 marks. Men throw a 16 pound shot at least 16 feet, with marks rising by distance band (16 to 17 feet 9 marks, over 17 to 18 feet 13 marks, over 18 to 19 feet and beyond scoring more)

Selection Process

1. Next stage:
Qualified candidates are given the opportunity to appear for document verification together with the physical efficiency test - the run, high jump and shot put. No relaxation in the prescribed minimum physical standards is allowed
2. Final merit list:
The final merit list for appointment to the post of Havildar Clerk (Adhinayak Lipik) will be prepared on the total marks obtained in the three physical efficiency test events - the run, high jump and shot put
3. Written examination role:
Five times the vacancies were selected category-wise on merit from the 451 candidates who scored the minimum 30 percent in the written examination

Reservation Details

1. Governing law:
Bihar Reservation of Vacancies in Posts and Services (for Scheduled Castes, Scheduled Tribes and Other Backward Classes) Act, 1991 (Bihar Act 3 of 1992), as amended
2. Women:
35 percent horizontal reservation in every reservation category against the 97 percent of posts remaining after the 3 percent reservation for women of Backward Classes; by General Administration Department memo No. 12575 dated 09.07.2025 it is available only to women who are original residents of Bihar. Women may additionally be appointed on merit over and above the 35 percent
3. Descendants of freedom fighters:

Kinnar / Kothi / Hijra / transgender persons are separately included at serial 47 of the Backward Classes list (Schedule 2) and receive the reservation benefit given to Backward Classes; gender is determined by the identity certificate issued by the District Magistrate

Matriculation (date of birth proof) and Intermediate certificates and mark sheets (or equivalent).
3. Caste:
SC/ST caste certificate; BC/EBC caste certificate with Non‑Creamy Layer certificate as prescribed.
4. Domicile:
Bihar domicile/residence certificate where applicable for reservation.
5. EWS:
Valid Income & Asset certificate (FY 2024–2025) for EWS.
6. FFW:
Certificate for dependent of Freedom Fighter where claimed.
7. Transgender:
Transgender identity certificate where claimed.
8. Other:
Any other documents as instructed during online application and DV.

Important Instructions

1. Reasons for disqualification:
Misconduct 0; wrong roll number on the OMR answer sheet 33; wrong question booklet number on the OMR 12; Hindi or English passage not written 10 - a total of 55 candidates
2. Unfilled women's vacancies:
In the light of General Administration Department, Bihar, memo No. 12575 dated 09.07.2025, male candidates are not selected against vacant posts reserved for women under the 35 percent reservation; those vacancies are carried forward to the next recruitment year
3. Not a merit list:
The notice expressly asks that the published list of roll numbers selected for the physical efficiency test not be treated as a merit list
