- The candidate first registers with a mobile number and an e-mail address. Only one application may be filed per mobile number and per e-mail address; the Commission rejects all applications of a candidate who applies more than once
- 3. No change after submission:
- The mobile number, e-mail address, domicile certificate and category cannot be changed after the online application is filled and submitted
- 4. Acknowledgement:
- The Application Form Number is needed for future correspondence, so the candidate must keep a copy of the fully filled application form with the photograph, and attach a copy to any correspondence with the Commission

Selection Process
- 1. Stage 1 - Written competitive examination:
- Two objective papers. Paper 1 is General Hindi, 100 objective questions for 100 marks in 1.5 hours; a minimum of 30 marks is compulsory, failing which the candidate is declared ineligible, and its marks are not counted towards merit. Paper 2 is General Knowledge and current affairs, 100 objective questions for 200 marks in 2 hours, with 0.2 marks deducted for every wrong answer
- 2. Shortlisting:
- Six times the number of vacancies are selected category-wise on the marks of the written examination for the eligibility test; the ratio may be reduced if enough successful candidates are not available
- 3. Stage 2 - Hindi stenography test:
- Dictation in Hindi at 80 words per minute for 5 minutes, with 20 minutes given for transcription and 2 minutes of additional time before transcription for correction. Not more than 10 per cent errors are permitted
- 4. Stage 2 - Typing test:
- Typing on computer at a minimum of 30 words per minute in Hindi and in English, 300 words in 10 minutes each. Not more than five per cent errors in Hindi typing and not more than ten per cent in English typing. A candidate typing fewer than 300 words in the set 10 minutes is declared ineligible
- 5. Stage 2 - Computer knowledge test:
- Practical knowledge of MS-Office (Word, Excel, PowerPoint) and the Internet is tested; candidates who fail are declared ineligible
- 6. Merit list:
- Prepared category-wise from the marks of the written examination. Ties are broken by date of birth (older first), then by higher educational qualification, then by the English alphabetical order of the name on the 10th board certificate
- 7. Minimum qualifying marks for the final merit list:
- 32 per cent for Scheduled Caste, Scheduled Tribe, women and disabled candidates of every category; 34 per cent for the Extremely Backward Class; 36.5 per cent for the Backward Class; and 40 per cent for the Economically Weaker Section and the Unreserved (General) category

How to Apply
- 1. Where to apply:
- Online only, through the link on the Commission's website www.bpssc.bih.nic.in, starting 04.03.2020 (Wednesday)
- 2. Registration:
- The candidate first registers with a mobile number and an e-mail address. Only one application may be filed per mobile number and per e-mail address; the Commission rejects all applications of a candidate who applies more than once
- 3. No change after submission:
- The mobile number, e-mail address, domicile certificate and category cannot be changed after the online application is filled and submitted
- 4. Acknowledgement:
- The Application Form Number is needed for future correspondence, so the candidate must keep a copy of the fully filled application form with the photograph, and attach a copy to any correspondence with the Commission
Exam Pattern
- 1. Paper 1 - General Hindi:
- 100 objective questions, 100 marks, 1.5 hours; qualifying only, minimum 30 marks; marks not counted for merit
- 2. Paper 2 - General Knowledge and current affairs:
- 100 objective questions, 200 marks, 2 hours; 0.2 marks deducted per wrong answer

- 20. Economics – Statistics:
- Collection, organisation and presentation of data; measures of central tendency and dispersion; Lorenz curve; index numbers (WPI, CPI, IIP) and inflation.

- Policy experience 1947–90; reforms since 1991 (LPG, SEZ) and their appraisal; current challenges—poverty, rural development, population, human capital, employment, infrastructure, PDS, capital formation and environment; comparative development of Bihar vs other states and India vs neighbours.

Selection Process
- 1. Stage 1 - Written competitive examination:
- Two objective papers. Paper 1 is General Hindi, 100 objective questions for 100 marks in 1.5 hours; a minimum of 30 marks is compulsory, failing which the candidate is declared ineligible, and its marks are not counted towards merit. Paper 2 is General Knowledge and current affairs, 100 objective questions for 200 marks in 2 hours, with 0.2 marks deducted for every wrong answer
- 2. Shortlisting:
- Six times the number of vacancies are selected category-wise on the marks of the written examination for the eligibility test; the ratio may be reduced if enough successful candidates are not available
- 3. Stage 2 - Hindi stenography test:
- Dictation in Hindi at 80 words per minute for 5 minutes, with 20 minutes given for transcription and 2 minutes of additional time before transcription for correction. Not more than 10 per cent errors are permitted
- 4. Stage 2 - Typing test:
- Typing on computer at a minimum of 30 words per minute in Hindi and in English, 300 words in 10 minutes each. Not more than five per cent errors in Hindi typing and not more than ten per cent in English typing. A candidate typing fewer than 300 words in the set 10 minutes is declared ineligible
- 5. Stage 2 - Computer knowledge test:
- Practical knowledge of MS-Office (Word, Excel, PowerPoint) and the Internet is tested; candidates who fail are declared ineligible
- 6. Merit list:
- Prepared category-wise from the marks of the written examination. Ties are broken by date of birth (older first), then by higher educational qualification, then by the English alphabetical order of the name on the 10th board certificate
- 7. Minimum qualifying marks for the final merit list:
- 32 per cent for Scheduled Caste, Scheduled Tribe, women and disabled candidates of every category; 34 per cent for the Extremely Backward Class; 36.5 per cent for the Backward Class; and 40 per cent for the Economically Weaker Section and the Unreserved (General) category
Admit Card Details
- 1. Admit card:
- After the closing date the applications are checked, a database is built and admit cards for the written examination are issued to candidates by e-mail; the examination is notified in the newspapers in due course

- Economically Weaker Section, Extremely Backward Class, Backward Class, Scheduled Caste and Scheduled Tribe. A candidate who states a category other than his own has the candidature cancelled

The 03 remaining - speech and hearing impairment 01 and mental behaviour disability 02 - stay vacant for want of suitable candidates and are carried forward to the next recruitment year under General Administration Department resolution no. 962 dated 22.01.2021
