Job Details

The CSIR-Traditional Knowledge Digital Library Unit (CSIR-TKDL Unit), New Delhi, a constituent of the Council of Scientific and Industrial Research under the Department of Scientific and Industrial Research (Ministry of Science and Technology), invites applications for engagement as project personnel in the grade of Project Associate-I (PAT-I). Five positions are advertised across five domains - Material Science, Metallurgy, Patent, Agriculture and Information Technology - under two projects being implemented at the Unit: 'Digitization of Indian Traditional Practices on Minerals, Metals, Materials and Allied Areas' (HCP522403) and 'Digitization of Traditional Agricultural Practices of India' (HCP522401). The Unit works on the protection and preservation of India's traditional knowledge held in ancient texts, digitising it into modern languages in a structured format so as to avert misappropriation through wrongly granted intellectual property rights. The engagement is purely temporary, time-bound and on a contract basis, running at most up to 31 March 2027 and co-terminus with the project duration. The place of work is New Delhi.

Job Summary

Engagement of five Project Associate-I (PAT-I) project personnel at the CSIR-Traditional Knowledge Digital Library Unit, New Delhi, on a purely temporary contract basis up to 31 March 2027, under two traditional-knowledge digitisation projects. Salary Details

> Allowances: House rent allowance (HRA) is payable in addition, as per the extant Government of India rules applicable to CSIR employees.

  • Nature of payment: Monthly stipendiary emoluments for a fixed-term project engagement as Project Associate-I; this is a project stipend, not a regular pay scale or salary, and confers no claim to permanent employment in CSIR
  • Project Associate-I (PAT-I) - NET/GATE or equivalent qualified: Rs. 31,000/- per month plus HRA for candidates who have qualified CSIR-UGC/ICAR/ICMR NET including lectureship/assistant professorship, or GATE, or national level examinations conducted by central government departments such as DBT/DST or equivalent and/or their agencies/institutions
  • Project Associate-I (PAT-I) - all others: Rs. 25,000/- per month plus HRA for those who do not fall in the category above

Selection Process

1. Mode of selection:
Written test followed by interview, conducted in person at the CSIR-TKDL Unit, New Delhi
2. Sequence:
The interviews of the shortlisted candidates will take place on the same day or another day, as informed after the written test. Candidates must wait for the result of the written examination/instructions unless informed otherwise
3. No automatic right:
Mere fulfilment of the minimum qualification does not confer any right on a candidate to be called for the written test/interview
4. Provisional candidature:
Candidature will be purely provisional, subject to fulfilling the eligibility criteria
5. Waitlist panel:
A panel of waitlisted candidates in order of merit will be constituted to fill vacancies that may arise in future
6. Final authority:
The decision of the Head, CSIR-TKDL Unit will be final and binding for engagement to the above positions

Document Requirements

1. Uploads with the online application:
Scanned copies of certificates establishing (i) educational qualifications from matriculation onwards; (ii) age; (iii) reservation/statutory category, for SC/ST/OBC/PwD/EWS candidates; (iv) experience certificate, if any; (v) publications/patents, if any; and (vi) detailed biodata. Failure to upload these will lead to summary rejection of the candidature
2. On selection:
The selected candidate shall furnish a character certificate and a medical fitness certificate issued by any government Medical Officer or a Medical Officer of a CSIR dispensary, and shall sign an undertaking for maintaining confidentiality of project findings and any associated intellectual property information

Important Instructions

1. Joining:
The selected candidate is expected to join within the timeframe mentioned in the offer letter from the date of receiving the offer of appointment, after completion of appointment formalities such as medical examination and character verification
2. Travel:
The project personnel may be required to travel as per need
3. Governing guidelines:
Other terms and conditions will be governed as per guidelines issued by CSIR for the engagement of project personnel, as amended from time to time

Interview Details

3. Documents to carry:
Two self-attested photographs, certificates/testimonials in original, a set of self-attested photocopies of certificates in support of age, qualification and experience for verification, and a copy of the bio-data neatly typed on A4 paper
4. No TA/DA:
No TA/DA will be paid for attending/appearing in the written test/interview
5. No Objection Certificate:
If currently employed, the candidate will have to furnish a No-Objection Certificate from the current employer at the time of interview

Bond or Service Agreement

1. Tenure:
The project positions are purely temporary and on a contract basis and will run up to 31 March 2027 only, or co-terminus with the project
2. Termination:
The contract may be terminated at any time with one month's notice from either side, or one month's stipend in lieu thereof
3. Performance review:
The performance of the project personnel would be reviewed periodically, so that one not found up to the mark could be terminated without assigning any reason
4. No regularisation:
The engagement is purely temporary, time-bound and on contract basis and confers no claim or right, implicit or explicit, to continuation beyond tenure, absorption or regularization in CSIR/CSIR-TKDL Unit
5. No upgradation:
No upgradation of the project personnel shall be done in the same or any new project at the CSIR-TKDL Unit
6. Confidentiality undertaking:
Each selected candidate shall sign an undertaking for maintaining confidentiality of project findings and/or any associated intellectual property information

Disqualification Criteria

1. Canvassing:
Canvassing in any form will render the candidate disqualified
2. Missing uploads:
Candidature will be summarily rejected if the required scanned documents are not uploaded with the online application
3. Discrepancy:
CSIR-TKDL Unit reserves the right to cancel or withdraw the offer of engagement in case of any discrepancy of any empanelled candidate at any stage
